Subject: Allows for certification of carbon dioxide which is incidentally stored during enhanced oil recovery operations. Summary/Major Elements: Many oilfields in Wyoming are flooded with carbon dioxide by the oilfield operator to increase oil production. This is referred to as “tertiary oil recovery” or “enhanced oil recovery.” A portion of this carbon diox ide remains stored underground. This Act allows an oilfield operator to apply to the Wyoming Oil and Gas Conservation Commission (WOGCC) for an order certifying the carbon dioxide incidentally stored through the enhanced oil recovery process. The application must include a plan for how the operator will account for the inci dentally stored carbon dioxide. An application under this A ct for certification of incidental storage of carbon dioxide does not subject the enhanced oil recovery operations to the requirements of W.S. 35-11-313 through 35-11-318 , which regulate carbon sequestration. Comments : Provides rulemaking authority to the WOGCC to establish standards and procedures for the certification of quantities of carb on dioxide incidentally stored.
