Subject: Amends highway speed limits and speeding penalties. Summary/Major Elements: This act: Clarifies the authority of WyDOT to designate an 80 MPH speed limit on interstate highways; Authorizes WyDOT to designate a speed limit up to 70 MPH on non-interstate highways; Clarifies that existing speeding penalties for driving less than or greater than five miles over the limit apply to interstate highways with a designated 80 MPH limit and non-interstate highways with a designated 70 MPH limit; Directs WyDOT to conduct an engineering screening study of non-interstate highways to determine which are appropriate for a 70 MPH speed limit. Comments: Requires a report from WyDOT to the Joint Transportation, Highway and Military Affairs Interim Committee by November 15, 2015 , regarding 70 MPH speed limit on non-interstate highways.
