Summary for LSO115 Bill No.: SF0141 Effective : 7/1/2015 LSO No.: 15LSO-0255 Enrolled Act No.: SEA 88 Chapter No.: 180 Prime Sponsor: Nicholas, P. Catch Title: State budget development. Subject: Provides provisions for the development and interpretation of the S tate budget and budget bill. Summary/Major Elements: This act clarifies that in preparing the S tate budget, including any supplemental or emergency changes to the budget, the G overnor shall recommend to the L egislature that not less than 5% of the estimated G eneral F und receipts for the next biennial period shall be appropriated from the G eneral F und to the budget reserve account. Specifies the G overnor’s recommended biennial budget shall not exceed the total estimated revenues for the biennial period and ex cludes from those “total estimated revenues ” funds within: The permanent Wyoming Mineral Trust Find Reserve Account (W.S. 9-4-719(b)); T he common school permanent fund reserve account ( W.S. 9-4-719(f)); or 5% of the estimated G eneral F und receipts for the next biennial period appropriated to the budget reserve account (W.S. 9-2-1012(e)). Specifies to the extent not inconsistent with any enacted law or clear legislative intent to the contrary , the following material will be used to guide the interpretation and implementation of the budget bill: Each agency’s budget request as recommended by the governor to the JAC; Any other budgetary explanatory material submitted to the JAC by the G overnor; The budget hearings before the JAC.
