Summary for LSO115 Bill No.: HB0053 Effective : 3/4/2016 LSO No.: 16LSO-0195 Enrolled Act No.: HEA No. 0050 Chapter No.: 80 Prime Sponsor: Joint Corporations, Elections & Political Subdivisions Interim Committee Catch Title: Special districts task force. Subject: Creates a task force to c onsider special district issues Summary/Major Elements: This act create s a task force to study the operation of special districts in the state. It specifies task force membership, requires the Legislative Service Office to staff the task force and requires reporting from the task force. Specifically, the act : Specifies membership of the task force to include four legislative members, a representative from the County Commissioners’ Association, a repre sentative from the County Clerk’ s Association, three special district representatives, a representative of Wyoming taxpayers and a representative from the mineral extraction industry; Requires a study of the primary issues impacting the formation, functionality, efficiency, accountability and continued operation of special districts. The task force is directed to limit its consideration to only issues which can be properly studied within the time limits and funds provided, giving preference to issues that have the largest impact on the public and on special districts and for which a solution might be reasonably available; Requires the task force to consider beneficial changes to Wyoming law and to develop a proposed time line and pl an for implementing the changes; Requires the task force to report to the Joint Corporations, Elections and Political Subdivisions Interim Committee on or before September 15, 2016; Appropriates $30,000 for expenses of the task force. Comments: This act requires the task force report to the Joint Corporations, Elections and Political Subdivisions Interim Committee on or before September 15, 2016.
