Summary/Major Elements:
This bill establish
es
the Private Hospital Assessment Act.
The Act require
s
the Department of Health to seek a state Medicaid plan amendment
which will
require all
private
hospitals to pay
an assessment
into a fund
maintained by the state
.
Monies in the fund
will be used
to obtain
matching funds from the federal government which, in turn, will be combined with the original assessments and returned to private hospitals in the form of increased
Medicaid
reimbursements.
Distributions
back to private hospitals will be made in an
amount necessary to comp
ensate private hospitals up to the
“
upper payment limit
”
set by applicable federal law.
The payment
s
made
to private hospitals are labeled
“
quart
erly
adjustment payment
s
.”
The amount of the assessment imposed
on each private hospital
is based on each hospital’
s net patient revenue.
T
he bill
, however,
sets limits on the amount of the
assessment that can be imposed.
The Department of Health is allowed to collect up to 1% of the paid assessments for administrative expenses.
The bill provides penalties for a failure to pay the required assessment
.
