Subject: Eligibility for services at the Wyoming Life Resource Center Summary/Major Elements: This bill a djusts the types of clients who can be admitted to the Wyoming Life Resource Center (WLRC). It creates new categories of c lients including those who are “hard to place,” those with “ ex ceptionally difficult behaviors” and those with “high medical need.” The bill leaves some existi ng admission criteria in place. The changes to admission criteria are designed to implement the Department of Health’ s policy of providing safety net services to Wyoming citizens, rather than providing services which could be obtain ed elsewhere , and which compete with private care providers. The bil l establishes that clients residing at the WLRC on April 1, 2016 , shall have the right to remain, regardless of the new admission standards adopted in the bill . The bill also clarifies the mission of the Wyoming Veterans’ Home to include domiciliary level care and, if available, skilled nursing facility level care. The bill provides various clean-up amendments by specifying applicable federal s tandards for rulemaking, updating obsolete language and e xempting state operated health care facilities from limits on expansion.
