Subject: Appropriations and authorizations for state funded construction projects Summary/Major Elements : This act provides funding for state construction projects under the direction of the Depar tment of Administration and Information in the following amounts: $108,616,375 in General Funds; $800,000 in Federal Funds; $ 70 ,472,785 in Other Funds. This act provides $ 70,000,000 in General Funds for state construction projects under the direction of the University of Wyoming (UW) . Provides a prioritized list of projects to receive general funds appropriated under this act when a like amount of unappropriated, unobligated and unrestricted federal funds have been received by the S tate of Wyoming in the fiscal biennium commencing July 1, 2016 , as certified by the G overnor and determined by the S tate A uditor. Provides conditional appropriations from the Strategic Investments and Projects Account (SIPA) in fiscal year 2017 of at least $78,900,000 and in fiscal year 2018 of at least $ 76,400,000 . The act authorizes the T reasurer and the A uditor to utilize up to $ 150,000,000 in interfund loans from the L egislative S tabilization R eserve A ccount to guarantee these SIPA appropriations , excluding appropriations for Mineral Impacted R oads, the LCCC Ludden Library and the Capitol Building Restoration. Appropriates $ 9,000,000 for a Level II I design study for Department of Health Facilities . Provides re - au thorization and re - appropriates $ 2,473,500 in funds previously appropriated to the Department of Corrections. Removes the matching funds requirement for specified expenditures on the UW Engineering Building Project. Creates the Mineral Impacted Road Account (MIRA) . Appropriates up to $ 24,200,000 in funds from the SIPA to the MIRA . Provides for the Transportation Commission and Department of Transportation to use the funds in the MIRA to relocate, construct or improve roads and bridges directly impacted by development of coal resources. Provides for expenditure of funds only upon a specified county fu nds match and other conditions. Comments : Continues the Department of Health Facilities Task Force and appropriates $40,000 in General Funds t o the LSO.
