Subject: Consolidation of state construction entities Summary/Major Elements: This act: C ombines the construction management program , currently within the D epartment of Administration and I nformation , with the S chool F acilities D epartment to create the State Construction Department; Generally , provides that all personnel, functions, equipment, funding, contracts and rules of the existing entities are transferred to the State Construction Department by a “type 1” transfer under the Government Reorganization A ct; Provides that the functions of the General Services D ivision within the Department of Administration and I nformation relating to routine maintenance and leasing of property remain with the D epartment of Administration and I nformation . Construction related functions are transferred to the new department ; Provides the director of the new department will be appointed by the Governor, subject to confirmation by the S enate; Creates two divisions within the new department, the School Facilities Division and State Construction D ivision; Provides t he budget for the new department will come from appropriations made to the t wo consolidated entities. The G overnor is given flexibility to move funds and personnel as necessary from th e two entities to the new department; The State Construction Department will function as the administrative arms of the S tate B uild ing C ommission (for construction related oversight) and the School Facilities C ommission.
