Bill Summary Bill No.: SF0156 Effective : Immediately LSO No.: 17LSO-0582 Enrolled Act No.: SEA No. 0091 Chapter No.: 183 Prime Sponsor: Perkins Catch Title: State government efficiencies. Subject: Wyoming Spending and Government Efficiency Commission . Summary/Major Elements: This bill creates the Wyoming Spending and Government Efficiency Commission to review topics related to efficiencies in Wyoming state government . The bill establishes t he membership of the Commission , which cannot exceed six members. The bill requires the C ommission to review and report on the current configurat ion of Wyoming state government and to identify: opportunities to increase efficiencies and reduce costs, areas for future study, opportunities to incentivize efficiencies and opportunities for savings in the Medicaid program. The bill appropriates funds for the payment of Commission member expenses and to secure contracting to implement and realize cost savings and efficiencies . Comments: This bill requires the Legislature's Management Council to appoint three members to the Co mmission , including two legislators and one member of the private sector. The Governor must appoint two members and one nonvoting member must be appointed by the Chief J ustice of the Wyoming Supreme Court . No voting member of the Commission shall be a full-time state employee. This bill requires a report from the Commission to the Governor, the Management Council and the Joint Appropriations Committee by November 30, 2017. Requires a report to the Joint Appropriations Committee prior to any contract under the bill.
