Bill Summary Bill No.: HB0032 Effective : 7/1/2018 LSO No.: 18LSO-0091 Enrolled Act No.: HEA No. 0018 Chapter No.: 35 Prime Sponsor: Select Committee on School Facilities Catch Title: School finance-major maintenance formula. Subject: School major maintenance formula . Summary/Major Elements: This act modifies the state's major maintenance formula and payment structure for K-12 school facilities. This act creates three categories of major building and facility repair and replacement: code compliance, site improvements, and system improvements . This act provides that yearly major maintenance payments by the State Construction Department will be made in two portion s, (1) on July 1 and (2) on or before September 30. Additionally, if sufficient funds are not available to make major maintenance payments, the Department must uniformly reduce payments to school districts. D eficient or excessive payments must be rectified in the future by the Department. Th is act modifies the cost replacement variable within the major maintenance formula. This act would codify the Department's practice of rating school building and facilities components on a scale and would require school districts in school facility plans to prioritize non-construction alternatives to the extent practical. Th is act repeals a provision within the major maintenance formula which required gross square footage of new buildings to be phased-in over seven (7) years.
