Subject: Commercial air service improvement plan and council. Summary/Major Elements: This bill creates the Wyoming Commercial Air Improvement Act. Th is bill establishes a Commercial A ir Service Improvement Council composed of eleven voting members and four non-voting members. This bill requires the Council to formulate a ten - year commercial air service improvement plan . The plan must include a strategy to procure a one-carrier system offering up to three daily flights to a major hub from participating commercial air service communities in the state . By August 1, 2018, the Council must s ubmit the plan to the Governor, the Joint Minerals, Business and Economic Development Interim Committee and the Joint Appropriations Committee . By November 15, 2018, the Council must submit a status report on the implementation of the plan to the Aeronautics Commission, the Governor and the Joint Minerals, Business and Economic Development Interim Committee. Effective March 15, 2019, the Council ceases to exist and its rights, duties and obligations are transferred to the Aeronautics Commission. Thereafter, t he Commission may enter into contracts to procure commercial air service and for any other purpose necessary to implement the plan. T he Commission must provide an annual report by September 30 on any contracts it has entered into to improve commercial air service. It must provide the report to the Governor, the Joint Minerals, Business and Economic Development Interim Committee, the Joint Appropriations Committee and the Air Transportation Liaison Committee. This bill creates, and appropriates $15 million from the Legislative Stabilization Reserve Account (LSRA) to, the Wyoming Commercial Air Service Improvement Account. Funds in the air service improvement a ccount may be expended on contracts and other expenses necessary to implement the air service improvement plan. These f unds do not revert at the end of the fiscal biennium. This bill also appropriates $1 million from the LSRA to the Aeronautics Commission to continue the Air Service Enhancement Program.
