Subject: Approval and funding of state government efficiency projects . Summary/Major Elements: The purpose of this bill is to create efficiencies in state government and to follow-up on recommendations made by the 2017 Wyoming Spending and Government Efficiency Commission, created by 2017 Senate File 156, 2017 Wyoming Session Laws, Chapter 183. This bill establishes the state savings and efficiency initiatives account from which the Governor can pay for state savings and efficiency related projects. The bill authorizes the Governor to accept proposals for project funding and specifies project types to which the Governor must give special consideration. Project proposals are encouraged to provide specific information about a proposed project to help evaluate the project's budget and potential, including information detailing how savings and/or revenues generated by the project can be identified and quantified. The Department of Administration and Information must identify and certify realized savings at the end of each fiscal year. Part of these certified savings can be used to provide awards to employees who helped create the savings. All other certified savings must be deposited into the state savings and efficiency initiatives account . The bill authorizes the Governor's creation of a Governor's grants office t o addr ess federal grant opportunities , and an annual ideas festival designed to generate ideas about new savings/efficiency projects. Comments: Creates a new program for funding state savings and efficiency projects. Semiannually, the Governor must report to the Management Council, the Joint Appropriations Committee , and the Wyoming Spending and Government Efficiency Commission. The Efficiency Commission must report annually to the Governor and to legislative committees. The bill appropriates $10 million to the state savings and efficiency initi atives account; appropriates $30 ,000 to LSO ; and appropriates $4,000 to the Governor's Office. The bill c ontinues the Spending and Government Efficiency Commission with 12 members, five of whom are app ointed by legislative appointment.
